In accordance with the designation of Priority Control Substances notified on July 21, 2025 (Ministry of Environment Notification No. 2025-125), the list of Priority Control Substances has been partially amended.
Regulation Overview
K-REACH is a regulatory framework that aims to protect human health and the environment by requiring the registration, evaluation, and control of chemical substances manufactured, imported, or used in Korea.
Priority Control Substances refer to chemical substances that are of concern due to potential risks, as defined in Article 2 (10-2) of K-REACH and Article 3-2 of its Enforcement Decree.
These substances are designated and publicly notified in order to mandate prior notification before the manufacture or import of products containing them.
A “product” refers to an article, its component, or accessory used by consumers that may potentially expose the user to chemical substances. The following types are included:
Products composed of mixtures
Products in solid form that perform specific functions and do not release chemical substances during use
Key amendment details
Revised the names and remarks of chemical substances listed in the current annex.
Aligned chemical substance names with those used for existing chemicals.
Reflected amendments to Annex 1-2 (Criteria for Notification of Priority Control Substances) of the Enforcement Decree of K-REACH.
Added “respiratory sensitization” to the remarks section.
