Overview
Singapore is a Party to the Stockholm Convention, which aims to eliminate or restrict the production and use of persistent organic pollutants (POPs). At the 12th meeting of the Conference of the Parties (COP-12) held in April and May 2025, the following three substances were newly listed for elimination.
Since amendments to the Annexes of the Stockholm Convention enter into force one year after the date of notification, Singapore has accordingly confirmed the implementation of domestic regulations effective December 16, 2026.

Effective Date and Scope of Application
Starting December 16, 2026, the following activities will be prohibited:
Manufacture, import, and export of the three substances (Chlorpyrifos, MCCPs, LC-PFCAs).
Manufacture, import, and export of products containing these substances.
However, the depletion of stocks for substances and products imported prior to the effective date is permitted. Please note that new imports after the effective date will not be allowed.
Additionally, there are specific exemptions for certain uses recognized under the Stockholm Convention. The Singapore NEA is currently reviewing their relevance to domestic industries. Exemptions applicable to Singapore will be announced separately at a later date.

For customs clearance management, the NEA has provided a list of affected HS Codes and Product Codes in its annex. When declaring imports and exports, the appropriate codes should be used for TradeNet® permit applications.
